Anthropic’s Pentagon fight was less about access to Claude than control over how the military can use frontier AI. New WSJ-reported court documents show months of emails between Anthropic CEO Dario Amodei and Pentagon undersecretary Emil Michael over guardrails for AI-powered weapons and domestic surveillance. Anthropic wanted bans on fully autonomous weapons and certain surveillance uses. The Pentagon pushed for Claude to be available across all lawful national-security use cases. Michael reportedly said he did not want to "force anything unnatural" if the sides were too far apart. The Pentagon later labeled Anthropic a supply-chain risk, effectively blocking partners from using its models in Defense Department work. A judge has paused parts of that move, but the government is appealing. Michael says two-thirds of Pentagon operations using Anthropic have already switched to other AI tools.

FT: OpenAI has proposed giving Washington 5% of its $852B business to ease AI pressure. The idea borrows from Alaska’s oil fund, which shares resource wealth with residents. Here, the resource is not oil, but future income from advanced AI systems. OpenAI also wants other major AI companies to give similar 5% stakes. Anthropic, Google, Meta, and others have not agreed to join this plan. No deal exists yet. The mechanism would likely be: OpenAI gives shares to a government-linked fund, that fund holds them, and future IPO gains or dividends support public payouts. The hard part is legality. The legal route is unclear, and a deal may need Congress, especially if the government creates a formal public fund. The Intel deal made this idea less theoretical after taxpayers received a 9.9% stake. OpenAI has already proposed a public wealth fund giving citizens AI-linked financial upside. Shareholders matter a lot here. OpenAI Foundation owns 26%, Microsoft owns about 27%, and employees plus other investors own 47%. A new 5% stake could dilute everyone unless the shares come from an existing holder. So OpenAI’s board, Foundation, Microsoft, major investors, and maybe regulators would need to accept the structure. The cleanest path would be non-voting shares placed in a public wealth fund, so the government gets upside but not control. The messiest path would be voting shares, because then Washington becomes both regulator and part-owner.

U.S. chip restrictions helped push China to build and spread open AI models. The authors tested this by looking at policy documents, open model releases, GitHub activity, research papers, company-linked papers, and U.S. patents. Meituan, basically China’s DoorDash, trained a 1.6T parameter LLM on 50K Chinese chips. It reminds me of Jensen Huang’s point on the Dwarkesh podcast: export controls on Nvidia GPUs won’t stop China. They’ll just accelerate the development of AI that runs on Chinese chips.

It proofs something much larger: Silicon Valley, AI, defense tech, and U.S. national security strategy are moving even closer together. Andreessen is not simply "close to AI." He represents the broader American Dynamism wing of tech: the view that software, chips, autonomy, AI, and industrial capacity are now core instruments of national power. His appointment underscores how seriously the United States now treats AI as a strategic technology, not just for productivity or consumer apps, but for defense, deterrence, procurement, intelligence, and geopolitical competition. It also puts Anthropic's earlier clash with the Department of Defense in a sharper light. Anthropic drew red lines around certain military uses of its models (because their ethics and moral commitments turned them into a supply-chain risk). But Washington’s direction of travel is becoming increasingly clear: frontier AI is being absorbed into the national-security state. And companies that resist that logic may find themselves increasingly isolated from the center of U.S. strategic power.

The worst-case scenario for the United States is becoming increasingly realistic, and I will briefly explain why. @quxiaoyin raised many valid points, and I agree with her. First of all: -China certainly does not place such strong emphasis on open source because it cares so deeply about humanism, but because it is a strategy to attract many users, gain market share, put pressure on US models, and also because the models are increasingly being trained on Huawei hardware (think of DeepSeek 4), allowing China to host the entire stack domestically. -But the underlying logic is far more important: The United States is still building too few data centers to meet future demand. @ChrisGillett wrote an outstanding analysis on this, which I shared a week ago. In short, based on SemiAnalysis data, demand is greater than what is currently being built in terms of data centers. -Even more importantly, however, the United States lacks sufficient energy and grid capacity. This is a problem that will become much more severe in the near future. China, by contrast, is addressing the issue through a massive expansion of its energy supply. Solar capacity: in 2025 alone, China installed as much solar capacity as the United States did in 10 to 15 years. China is also building 36 nuclear power plants, significantly more than the United States, and is installing them faster. -In addition, China is managing to become more independent through Huawei chips, even though the country still lags far behind NVIDIA. But here, China is betting on quantity rather than quality. In short: China is a real threat in the AI race, and the situation for the United States is becoming increasingly precarious. This is also the main reason why China is to be kept away from SOTA LLMs at all costs, so as not to jeopardize the lead under any circumstances.

Central bankers now fear the AI gold rush could seed the next major financial shock. Bank for International Settlements (BIS) just issued one of its sharpest warnings yet about debt building behind the AI boom. The danger is not AI itself; the danger is building a leveraged supply chain around revenue that has not yet proved durable. The risk is that if AI demand disappoints, data-center spending could slow, borrowers could struggle to repay, and stress could spread from tech into credit markets. AI demand pushed hyperscalers to spend heavily on chips, data centers, and power capacity, and that spending supported growth, trade, and easy financial conditions while equity investors priced in years of high earnings growth. Debt changed the shape of the boom because hyperscaler bond issuance topped $100B in 2025, while off-balance sheet vehicles shifted data-center obligations toward private credit funds, insurers, and other non-bank lenders. Circular financing adds another weak point because chipmakers, hyperscalers, AI labs, and compute providers can fund each other while also booking future sales from each other, which can make real demand harder to read. A capex slowdown could hit suppliers first, then credit markets, then households, because US stocks make up about 64% of the MSCI Global index and household equity exposure is higher than in past cycles. Private credit raises the systemic risk because direct lenders have quadrupled AI and IT exposure in 5 years to about 15% of portfolios, while some retail-facing funds already face redemption pressure. AI can still deliver real productivity gains, but the financing stack now assumes that delivery arrives fast enough to support huge fixed costs.

The open internet was the training ground for modern AI. Billions of texts, forum posts, code repositories, Wikipedia articles, scientific papers, blogs, and discussions: a global knowledge space built collectively over decades. This free knowledge has now been transferred into artificial intelligence. And that is precisely why AI must not disappear entirely behind proprietary walls. Closed source may currently be leading when it comes to the most powerful models. But if access to intelligence is increasingly regulated, restricted, and controlled geopolitically, then open source is no longer just a technical ideal. It is a question of power. The open internet made AI possible. Now open source must ensure that AI remains open.

Reuters: Austria is asking the EU to give Anthropic a European base because US AI controls have turned frontier-model access into a geopolitical dependency. It is asking Brussels to explore a political and legal package that could make Anthropic run part of its business from inside the EU, with EU law, EU customers, EU capital, and EU-based infrastructure involved. The hard part is that hosting Anthropic in Europe would not automatically move US ownership, export law, training infrastructure, or model governance outside Washington’s reach. Austria gave no clear mechanism for how this would actually happen. The catch is huge: even if Anthropic had servers and a subsidiary in Europe, US export-control law could still bind Anthropic because the parent company, core technology, employees, and model governance remain American. Dario Amodei’s "fearmongering" was not the reason Fable 5 and GPT-5.6 were embargoed. That is a mistaken assumption. I fully agree with @deredleritt3r here, and he has provided a good analysis. I would like to briefly explain why I believe he is right, and why it is not Dario Amodei’s fault, nor the result of so-called fear-mongering, that the models are now being banned. There are certainly things one can criticize Dario Amodei for, and things that went badly or were handled incorrectly, for example the way he dealt with the U.S. authorities (Remember February, when Anthropic refused to cooperate with the U.S. Department of Defense). Based on all the reports that circulated, the response to the U.S. government’s demand to revise the models and security risks was insufficient. It also appears that phone availability was poor. In a situation involving national security and a technology that could endanger the security and sovereignty of the nation, that is obviously not a manageable state of affairs, and it is certainly something that can be criticized. But it is absurd to believe that the U.S. government, which has a staff of advisers and cybersecurity experts, an intelligence service that deals with this technology (NSA), and scientists of its own, would simply decide to ban an entire technology and thereby impose enormous obstacles on the stock market and investors (!) merely because a CEO was supposedly engaging in fear-mongering. The U.S. government is surely aware of the damage it is causing with the embargo, and factors that into its calculation when weighing it against national security. That is the reason. Under no circumstances can I imagine that the U.S. government would simply accept mere statements and use them as the basis for concluding that a CEO is afraid, then make such serious and financially consequential decisions without examining the matter itself. Anyone who believes that underestimates the strength, reach, and intelligence of the government of the world’s largest nation. Again, the way Anthropic dealt with the U.S. government is certainly open to criticism, based on everything we were able to read afterward. But to believe that fear-mongering alone is enough to prompt the U.S. government not only to halt the technology (in the race against China for investment, R&D, and the entire future of their nations, mind you), but also to impose requirements on investment that are so enormous that even the Manhattan Project seems small by comparison, is an assumption that is almost certainly wrong. The reason for the embargo is most likely that there are concerns that this technology could fall into the hands of the biggest competitor, namely China. There is concern that China could manage to use this technology for its own purposes, for example through distillation or other means. Under no circumstances do they want, for example, Fable 5 to be used to launch cyberattacks against the United States, uncover secrets, or cause major damage. That is the reason, and these concerns are real, not made up. I think Fable 5 is truly a powerful technology that the US government is now trying to regulate because it fears that, in the wrong hands, it could cause massive harm. That does not mean I support this, because I am concerned that public access may in fact be completely blocked in the future. I think open source is the solution, but I assume this is the correct explanation, rather than the assumption that Daryl Amodei is merely fearmongering.

US officials are now framing the AI race with China as a national-security contest where even a tiny lead can change the outcome. At a Hudson Institute event, House Foreign Affairs Chairman Brian Mast called America the “superhero” and China the “supervillain” in global AI competition. Senator Jim Banks said the race is economic, military and moral, and warned the US cannot afford to lose to its “biggest adversary.” Bessent put it bluntly this week: China is willing to discuss AI because the US is still ahead. The fear in Washington is that “ahead” is becoming a narrower lead. And I am very, very sure that the Fable 5 ban needs to be understood against this backdrop.

Gallup found that 71% of Americans oppose building local AI data centers. Women (55%) are also more likely than men (43%) to register strong opposition to data center construction. There are no meaningful differences in total opposition by age, race, education, income or urbanicity. Opposition is slightly lower among those living in the West (63%) and East (68%) than in the Midwest (76%) and South (75%). The opposition is not mainly abstract fear of AI, because 50% of opponents mention resource strain, including 18% water use and 18% electricity demand. Local residents are reacting to AI as a land, grid, water, noise, traffic, and bill-pressure issue. Supporters see the other side of the bargain, with 66% citing local economic benefits and 55% naming jobs. The political risk is unusually broad because majorities of Democrats, independents, and Republicans all oppose local construction, even though Democrats show the strongest opposition at 56% strongly opposed.

The U.S. AI buildout is running into a harder constraint than GPUs: permission. The Information’s new map finds 300+ state and local data-center bans or moratoriums since 2023, with 275+ passed this year and 75+ still under consideration; resistance is strongest in the Midwest and South, exactly where hyperscalers want cheap land and megawatt-scale power. But the backlash against data centers is outrunning the facts. The most current datacenter is increasingly designed to solve the two biggest fears: water and power bills. Start with water. Microsoft’s next-generation AI data centers use chip-level, closed-loop cooling that consumes zero water for cooling and can avoid more than 125 million liters per year per site. Its fleetwide water-use efficiency has already improved 39% since 2021, to 0.30 liters per kWh. Google reports that 86% of its freshwater withdrawals come from low- or medium-risk sources, and its global data-center fleet runs at a 1.09 PUE versus a 1.56 industry average—meaning far less wasted overhead energy. Electric bills are not automatically shifted to households, either. A recent causal study of U.S. retail rates from 2015–2024 found data centers modestly lowered average rates by spreading fixed grid costs across more electricity sales. And “bring your own power” is already the new trend - e.g. Google’s 500 MW nuclear deal, Microsoft’s 835 MW Three Mile Island agreement, and Meta’s 1,121 MW nuclear contract.
