The US is examining Chinese AI firms' overseas Nvidia access, where existing chip export controls may not reach.

Bloomberg reports BIS (Bureau of Industry and Security) enforcement is mapping both suspected smuggling routes into China and countries where Chinese firms reach the same processors remotely.

BIS is examining two ways Chinese AI firms may reach restricted Nvidia chips: physically smuggling them into China, or using them remotely in overseas data centers.

Smuggling already falls under US export controls because the restricted hardware itself crosses into China.

Remote access is different because the GPU stays abroad, while a Chinese company simply rents its computing power over the internet.

US rules can restrict where advanced chips are shipped, but may not yet clearly restrict who can rent those chips when they remain overseas.
